Market Rules for Imported Stamped Parts: What the Shop Has to Prove

A rule on tariffs or carbon changes what a stamped part costs and what paperwork travels with it. This page lists the rules that most often land on a stamping RFQ, who carries each one and which proof the importer needs from the shop.

Rules that land on a stamping RFQ

As of October 2026. These rules change by notice, so confirm each one with your customs broker or regulator. This page is not legal advice.

RuleWho carries itProof the importer needs from the shop
Section 232 metals duties (United States)The importer of recordHTS classification of the part, customs value with tooling, country of melt and pour or smelt and cast
Melt-and-pour reporting and U.S.-metal claimsThe importer of record, with data from the coil supplier and the shopMill certificates by heat or coil, a traceability record from coil to part lot
REACH and RoHS declarations (European Union)The EU importer and the maker of the finished equipmentMaterial, plating and lubricant declarations per part number, mill certificates, date of the Candidate List checked
CBAM (European Union)The EU importer or its indirect customs representativeCN code, net mass per year, producer data and embedded emissions for in-scope goods

The importer carries the rule, the shop supplies the data

Customs duties and carbon declarations are filed by the party that imports the goods. The shop that stamped the part is rarely that party, so it usually cannot fix a missing data point after the goods have shipped.

Write the data duties into the RFQ and the supply agreement before the first order: where the coil was made, which heat or coil number went into each part lot, which tariff line the part is expected to enter under and who pays if a rule changes.

Rules for other markets and substances, such as conflict minerals, are added to this hub as they are written. Credentials the shop holds, such as an IATF 16949 certificate, are covered on the credentials page.
